The Institute on Global Conflict and Cooperation (IGCC), University of California, has secured a grant by the Ford Foundation to host a conference in March 2009 at Stellenbosch University in collaboration with CCS and the School of International Studies at Beijing University to establish a research agenda for collecting new data on the impact of foreign aid on the economic and political development in Africa. Participants will include academic researchers, development economists and China and Africa experts from Africa, China, and the United States.

A joint conference hosted by the Centre for Chinese Studies and the Development Bank of Southern Africa was held from 31 March - 1 April 2008 in Midrand, South Africa. The conference, titled ‘China as a driver of regional integration in Africa: Prospects for the future’, aimed to explore how China’s engagement in Africa could implicitly assist Africa overcome its regional integration weaknesses. New Impulses from the South:
China's Engagement of Africa
On 1st June 2007 the Centre for Chinese Studies at Stellenbosch University, together with the Department of Political Sciences, University of South Africa (UNISA) co-hosted the 9th annual Africa Day conference in Pretoria, South Africa, with focus on China’s increasing role on the African continent. The conference brought together key speakers around thematic topics. A number of the speakers agreed to submit their thoughts and comments on the topic as papers to be collated in an electronic book.
In commemoration of a successful and insightful conference the Centre for Chinese Studies is proud to announce that the e-publication entitled “New Impulses from the South: China’s Engagement of Africa” is now available. We hope this publication will contribute to the growing body of literature on China in Africa.

CCS Presentation to visiting students from American University
A group of American graduate students from American University, Washington DC, visited the CCS on 25th May 2009 as part of a study tour to South Africa. Ms Hayley Herman, CCS Research Manager, provided an introduction to the work of the CCS and followed with a presentation on Sino-South Africa relations. A Q&A session after the presentation provided an opportunity for further discussion on the topic.
CCS at Zimbabwe investor roundtable
Ms Hannah Edinger, CCS Economist, gave a presentation on “Engaging Chinese financial institutions” at the Zimbabwe investor roundtable entitled “Preparing for Zimbabwe’s Growth Take-off”. The event was held at the Elephant Hills Hotel in Victoria Falls, Zimbabwe, from 22nd -23rd May 2009.
CCS Presentation to Visiting Professors
The CCS hosted a group of visiting American Professors to Stellenbosch University on 22nd May 2009. Dr Robert Kotze, Director of Stellenbosch University International Office, presented an introduction to the University and the International Office study abroad programmes. This was followed by a presentation by Ms Johanna Jansson, CCS Senior Analyst, and Ms Carine Kiala, CCS Senior Analyst, on Chinese investment in Mozambique, Angola, Democratic Republic of Congo, Uganda and Gabon. The visiting group was led by Prof Doug Woodard and Prof Mike Shealy from the University of South Carolina. The group consisted of Professors from various American Universities.
AfDB Annual Meeting in Dakar, Senegal
Mrs Tracy Hon, CCS Projects Director and Ms Johanna Jansson, CCS Senior Analyst, attended the African Development Bank (AfDB) Annual Meeting in Dakar, Senegal entitled "Africa and the Financial Crisis: An Agenda for Action" from 8th-14th May 2009. At the African Economic Research Consortium’s (AERC) seminar entitled “China-Africa Trade, Investment and Policy Issues”, Mrs Hon presented findings from a recent CCS field research undertaking to Angola, the DRC, Mozambique, Tanzania and Uganda focusing on the implementation of the commitments made at the 2006 Forum on China-Africa Cooperation (FOCAC) Summit in Beijing.

On the 20th of April Professor Stephen Chan, Professor of International Relations at the School of Oriental & African Studies, University of London gave a presentation titled “China and Africa: Not the Extent of China's Need but the Limits of China's Capacity and Africa's Sagacity” at Stellenbosch University.
CABRI Seminar in Senegal
On the 8th April 2009, Dr. Martyn Davies, CCS Executive Director, attended the 5th annual CABRI Seminar on Strengthening Budget Practices in Africa in Dakar, Senegal, which was co-hosted by the Senegalese Ministry of Economy and Finance. Key issues discussed at the seminar included the effects of external financing on the development of capital budgeting systems, and China’s role in boosting infrastructure spending and development through complex project financing arrangements.
CCS attends North-South Infrastructure Corridor Conference, Lusaka
From the 6th to the 7th April 2009, Ms Hannah Edinger, CCS Economist, and Tracy Hon, CCS Projects Manager, attended the high-level North-South Corridor conference in Lusaka, Zambia. The High Level Conference allowed the Chairpersons of COMESA, EAC and SADC Authorities to outline the critical underpinnings for rolling out the various projects and programmes that constitute the North South Corridor Model Aid for Trade Programme.

CCS holds Strategy Seminar for EAC
The Centre for Chinese Studies (CCS) held a strategy seminar for EAC Executives and Directors on China-Africa Co-operation on Monday 16 March 17, 2009 at the East African Community Headquarters, Arusha,Tanzania.The seminar, which was conducted by Mr.Christopher Burke-Research Fellow and MsTracy Hon-Projects Director of the Centre for Chinese Studies of the Stellenbosch University,South Africa, was attended by among others the EAC Secretary General, Amb. JumaMwapachu, the Deputy Secretary General in charge of Political Federation, Ms. Beatrice Kiraso, the Deputy Secretary General (Finance
and Administration),Dr. Julius Tangus Rotich, the Deputy Secretary General (Projects and Programmes), Amb. Julius Onen and the Counsel to the Community, Hon. Wilbert Kaahwa. The seminar aimed at exchanging knowledge, ideas and experiences on China-Africa cooperation. It was noted that currently EAC has no specific program with China and yet there are abundant opportunities available in the region in areas of trade and investment, tourism, science and technology, industries and infrastructure. The Centre for Chinese Studies (CCS) is the first institution devoted to the study of China on the African continent, and is home to the Confucius Institute, the first of its kind in South Africa. As Africa’s interaction with China increases, the need for greater analysis and understanding between the two regions and peoples grows, and the Centre fulfills this mandate. The Centre conducts analysis of China-related research to
stakeholders in government, business, academia and NGO communities.

Journalists from China visit CCS
On Friday the 20th February 6 bloggers and journalists from China visited the CCS. They were accompanied by Mr. Schoeman du Plessis, Counsellor at the
South African Embassy in Beijing. The day ended off with a visit to the Journalism Department at Stellenbosch University where discussions were held between the bloggers, journalists and post graduate students of the department.

Dr. Martyn Davies, Ms. Ana Santana, Ms. Johanna Jansson and Ms. Hayley Herman attended a lunch meeting with Swedish Ambassador to South Africa, Mr.
Peter Tejler on 13th February. The discussion centered on the current state of Sino-South Africa and Africa relations.

CCS Executive Director delivers guest lecture at USB
On the 9th of February 2009 Dr. Martyn Davies, CCS Executive Director, delivered a lecture entitled “China’s slowing economy: Implications for African Economies and Business” at the Stellenbosch University Business School (USB). The lecture formed part of the USB Leaders Angle Guest Lecture Series and was supported by Finweek.
CCS Economist discusses president’s visit on SABC

Visit from new Consul-General of the PRC
The CCS welcomed the new Consul-General of the PRC, Mr. Hao Guangfeng, on 9 February. He met with the CCS staff and visiting Chinese scholars who informed him of CCS undertakings.

IPRCC visits the CCS
On 15th December, Mr. Zhang Lei, the Director-General of the Department of International Cooperation and Social Mobilization, State Council Leading Group Office of Poverty Alleviation and Development of China (LGOP) was accompanied by other colleagues from the IPRCC. The visiting group discussed international cooperation, as well as training and applied research of IPRCC.
3rd Confucius Institute Conference
Ms Hayley Herman, CCS Research Manager, attended the 3rd Annual Confucius Institute Conference held in Beijing from 9th-11th December 2008. The conference brought together representatives from Confucius Institutes worldwide to discuss best practices in the operation of Confucius Institutes and explore ideas on sustainable development of the Institutes.

The Centre for Chinese Studies welcomed a delegation from Zhejiang Normal University in Hangzhou, China on 8 December. They met with Christopher Burke, CCS Research Fellow; Johanna Jansson, CCS Senior Analyst and Liu Zhongwei, CCS Visiting Scholar.

CCS at China Mining 2009 in Beijing
Dr. Martyn Davies, Executive Director of the CCS, delivered a presentation entitled "China Inc. in the African mining Sector" at the China Mining conference in Beijing in November.
CCS at the South African Mining Seminar, Beijing
Chris Burke, CCS Research Fellow, and Johanna Jansson, CCS Senior Analyst, participated in the South African Mining Seminar on the 10th of November 2008 entitled: "Tap into South Africa's mining and mineral beneficiation: Unlimited Opportunities". The seminar was arranged by the South African Embassy in Beijing and took place at the Beijing International Convention Centre.
CCS at 4th Canada-China Energy and Environment Forum, Beijing
Johanna Jansson, CCS Senior Analyst, participated in the 4th Canada-China Energy and Environment Forum at Shangri La’s Kerry Centre in Beijing on the 3rd and 4th of November 2008. During the conference, Sino-Canadian bilateral ties as well as current energy and environment issues in the both countries were discussed.

CCS at Zimbabwe Workshop
On 3rd October 2008, Chris Burke, Research Fellow at the CCS and Hannah Edinger, Economist at the CCS delivered a presentation entitled "Contextualising China's Engagement with Zimbabwe" at the two-day workshop "Zimbabwe: Time to Pick Up the Pieces". The event was co-hosted by the Centre for International Governance Innovation (CIGI), the Development Enterprise Africa Trust (DEAT), and the Development Bank of Southern Africa (DBSA) in Midrand, Johannesburg.
Conference on African Confucius Institute Development
Ms Hayley Herman, Research Manager at the CCS, and Prof Hennie Kotze, Dean of Faculty of Arts and Social Sciences and Stellenbosch University, attended a conference focusing on the development of African Confucius Institutes which took place at the Confucius Institute Headquarters in Beijing from 7th-8th October. The conference brought together representatives from African Confucius Institutes to discuss the establishment and operation of the Institutes in Africa.
Visiting Delegation from Huazhong University of Science and Technology
Ms Hayley Herman and Prof Hennie Kotze attended a luncheon on 23 October hosted by the Stellenbosch University International Office for a visiting delegation from Huazhong University of Science and Technology (HUST). The delegation, led by Prof Yang Yong, Vice President of HUST, visited the University to explore areas of future collaboration and research between the two Universities.
Former Vice Minister of Education visits
Prof Wu Qidi, PRC Former Vice-Minister of Education and Member of the Standing Committee of the National People’s Congress, visited the Centre for Chinese Studies during a tour of Stellenbosch University on 22 October. Prof Wu was accompanied by Mr Wei Yanggen from the PRC Embassy.

DFID-CIDA conference in Beijing – Dr Martyn Davies, Executive Director of the CCS, recently presented at a DFID-CIDA conference in Beijing entitled “Managing Aid Effectively: Lessons for China". The presentation, "How China delivers development assistance to Africa", served as a dissemination event for a recent DFID-funded study that the CCS completed on Chinese foreign aid models to the African continent. Dr He Wen Ping from the Institute Of West Asian and African Studies (IWAAS) at the Chinese Academy of Social Sciences (CASS) also presented at the conference.
“Global Governance in Africa” seminar – Hannah Edinger, Economist at the Centre for Chinese Studies, formed part of
a panel at the seminar entitled “Global Governance in Africa” hosted by the Africa Institute of South Africa (AISA) in Pretoria on 20th March 2008. The panel focused on political and economic relations between Asia and Africa and Ms Edinger presented on China’s rollout of Special Economic Zones (SEZs) in Africa.
Casa Africa seminar in Madrid and Barcelona – Dr Martyn Davies, Executive Director of the CCS partook in a seminar hosted by Casa Africa and Casa Africa, Spain in Madrid and Barcelona on "Africa: The New Chinese Frontier". Attended by the World Bank, Columbia University and the University of Geneva, the seminar evaluated China's foreign policy toward Africa in the context of Spain's position toward the continent. 3rd Oil Africa 2008 International Conference – Ms Sanusha Naidu, Research Fellow at the Centre, attended the 3rd Oil Africa 2008 International Conference which took place from the 17th-18th March 2008 at the Cape Town International Convention Centre in South Africa.
Approximately 200 participants from the energy industry, government agencies and research think tanks discussed alternative and sustainable forms of energy and what the implications of peak oil flows might be for global demand and supply and emerging markets.
Chinese Embassy Luncheon Reception – Hannah Edinger, Economist, and Nastasya Tay, Projects Manager, represented the Centre for Chinese Studies at a luncheon reception hosted by the honourable Mr Zhong Jianhua, Ambassador of China as part of the 10th Anniversary celebrations of diplomatic relations between the People’s Republic of China and the Republic of South Africa.
International Committee of the Red Cross visit – Mr Dennis Allistone, Advisor of the International Committee of the Red Cross, visited the CCS on the 10th of March 2008. During the meeting, a wide variety of issues associated with the development implications of China’s engagement with Africa were discussed.

American Chamber of Commerce Presentation - Dr. Martyn Davies delivered a Breakfast Briefing for the American Chamber of Commerce on the 29th of February. The talk entitled “China’s Roll out of Special Economic Zones in Africa: Implications for Business and Development”, was held at the Hyatt Regency in Rosebank. The presentation explored the newly established Special Economic Zones and the implications for the economic future of Africa.
ASEAN Panel discussion – On the 7th of February, the CCS hosted a group of seven Ambassadors and High Commissioners from various ASEAN countries for a panel discussion entitled ‘Towards an ASEAN Community in 2015: Prospects and Challenges’. The Ambassadors/ High Commissioners from Indonesia, Malaysia, Vietnam, Thailand, Myanmar, the Philippines, and Singapore talked frankly on issues relating to regional integration and answered questions from a very informed and interested audience. Stellenbosch University, government departments and the private sector were well represented in this open forum talk.
Open Society Africa Forum – The CCS' Executive Director Dr Martyn Davies presented at the Open Society's Africa Forum that was held in Dakar, Senegal from the 4th-7th February. He was part of a panel entitled "The Resource Curse and Challenges to Open Society" that discussed the experiences of resource transparency in west and southern Africa. Particular emphasis was placed on the responses of resource-rich states to increased civil society participation in their governance. China's increasing investment in Africa's extractive industries was evaluated in the discussion. The panel discussion was chaired by Patrick Bond, Centre for Civil Society at the University of Kwazulu Natal and the panellists were Prof John Lungu, Copperbelt University, Zambia, Bishop Akolgo, Integrated Social Development Centre, and Karin Lissakers, Director of Revenue Watch Institute.

Chinese Academy of Social Sciences conference, Beijing, 9th of December 2007 - On the 9th of December, Dr Martyn Davies, Executive Director of the CCS, delivered a presentation entitled ‘The environment of business around the South African steel industry’ at a conference hosted by the Chinese Academy for Social Sciences (CASS). Also present was Thomas Orr, China Representative of the CCS. The conference was titled ‘China Africa Summit Forum on International Investment and Cooperation in Steel and Non-ferrous Industries’ and brought together Chinese business and academia from mining and heavy industry.
Johann Wolfgang Goethe University conference, Frankfurt am Main - Sanusha Naidu, Research Fellow at the CCS, delivered a keynote address entitled ‘China in Africa: Opportunity or Threat for Africa’s Development’ at the conference held on the 14th and 15th of December 2007 in Frankfurt am Main, Germany. The conference was attended by a diverse group of African, Chinese and European scholars exploring the normative question regarding the actual beneficiaries of China’s engagement in Africa. UN Conference on Trade and Development, Geneva - Sanusha Naidu, Research Fellow at the CCS, made a presentation entitled ‘An African Perspective on South-South Investment’. The meeting brought together twenty experts from the developing and developed world to discuss how investments by Southern TNCs are impacting on the policy dynamics of home countries and the development needs of host countries.
CCS hosts CASS delegation - On Monday 28th January 2008 the CCS Johannesburg office hosted a delegation from the Chinese Academy of Social Sciences (CASS) headed by Prof Zhou Hong. The delegation included Prof Zhang Min (CASS) and Mr Wang Wei (MOFCOM). The scholars engaged in a discussion with CCS staff on China’s foreign aid practices in Africa.
GIBS Economic Outlook Conference 2008 - On the 30th of January, Dr Martyn Davies presented on the panel “International Environment” as well as chairing a session looking at the “South African
Construction Sector Outlook”. Insights were provided by a diverse panel of economic experts, enabling attendants to move forward with all aspects of business in 2008.
GIBS Forum Session, 31st January - On the 31st of January, Dr Martyn Davies chaired a session at the Gordon Institute of Business Science featuring Clem Sunter, author of the bestselling book ‘Mind of a Fox’. Sunter’s talk was entitled ‘China’s Game: The Emerging Super-Dragon’ and focussed on scenario planning and the rise of China in the global economy.
CCS signs collaborative agreement with the DRC - Dr Martyn Davies signed a collaborative agreement with the Development Research Centre of the State Council of China. The signatory of the DRC was Prof. Zhou Xiaojing, Director of the Asia-Africa Development Research Institute, Development and Research Centre of the State Council of China. The CCS looks forward to collaborative projects between the two organisations.

The Centre for Chinese Studies arrives in Gauteng 
After many months of battles with wallpaper choices and phone lines, the CCS is happy to announce the establishment of its permanent offices in Gauteng. The rapid growth of the Centre, both in terms of staff, projects and research undertakings, has necessitated the creation of an additional office in Johannesburg, which will also provide a CCS presence for the region.
The new red-walled offices are located on Central Street in Houghton, next to the M1, providing easy access to Pretoria and the rest of Johannesburg. Friends of the CCS gathered to celebrate the widening reach of the CCS over glasses of pinotage and duck pancakes on November 26th, at the official office launch. In the new year, the Johannesburg office will also be coordinating a series of events, including China Forum panel discussions and speaker roundtables. We hope you will join us, as our events schedule is extended to the Gauteng area. The Jo’burg CCS team includes Nastasya Tay, Projects Manager, Hannah Edinger, Economist, and Jacobie Muller, Operations Manager. If you find yourself nearby, do stop in for a cup of jasmine tea. Visit from Ambassador Zhong Jianhua

On the 7th of November Ambassador Zhong Jianhua visited the Centre for Chinese Studies at Stellenbosch University for the first time. The Embassador was hosted by Dr. Martyn Davies, Executive Director of the CCS, and Professor Hennie Kotze, Dean of the Faculty of Arts and Social Sciences. During the visit Dr. Martyn Davies gave a presentation on the profile of the Centre, followed by a visit to the SASOL museum and its "My China" photographic exhibition.

From the 17th to the 24th of October the CCS celebrates China Month with a series of lunchtime actiivities at the University of Stellenbosch Campus, South Africa. Presentations include introductions to Chinese Acupuncture, the Centre for Chinese Studies and to the Mandarin Programme offered by the Modern Foreign Languages Department at the university. There will also be a lecture on China’s Commercial Relations with Africa by the CCS and even a Chinese calligraphy lesson. Read More

CCS at the European Commission Conference – 28th June 2007
The European Commission conference “Partners in Competition? The EU, Africa and China”, took place in Brussels on the 28th of June 2007, bringing together 180 delegates, including diplomats from 18 EU Member States, 26 African Embassies and China. Dr
Martyn Davies, Executive Director of the Centre for Chinese Studies, provided a view from Africa in a panel session focusing on African infrastructure priorities and how China and the EU intend to participate in the AU-NEPAD Infrastructure Action Plan. According to participants, the event

China Forum event - 20th July 2007
On the 20th of July, Bo Kong, a scholar from the Institute for Global Dialogue, visited the Centre for Chinese Studies and presented a discussion centring around China’s growing energy insecurity. With the increasing importance of this issue, the talk gave insight into the causes and implications of the
current situation in China and the strategies put in place to prevent future shortages. The presentation will be made available on the CCS website.
CCS hosts CIIS delegation – 25th July 2007 A delegation from the China Institute of International Studies (CIIS) was welcomed at the Centre for Chinese Studies on the 25th July 2007 at
Stellenbosch University to discuss China’s relationship with Africa. The delegation was headed by Dr Yuan Jian, Vice President of CIIS, Mr Rong
Ying, Director of the Department of American Studies, and Dr Liu Feitao, Assistant Research Fellow. After meeting with CCS scholars a panel discussion on “China’s engagement of Africa: A view from Beijing” followed, shedding light on China’s

JUNE
CCS co-hosts 9th Annual Africa Day Conference with UNISA - 1st June 2007
On 1st June 2007 the Centre for Chinese Studies, University of Stellenbosch together with the Political Science Department at the University of South Africa (UNSIA) co-hosted the 9th Annual Africa Day in Pretoria. The CCS team was represented by Ms Lucy Corkin, Projects Director, Mr Christopher Burke, Research Fellow, Ms Sanusha Naidu, Research Fellow and Hannah Edinger, Research Manager. Under the title "New impulses from the South: China's engagement of Africa" the conference was a platform for the CCS to launch the research report entitled: "China's Interest and Activity in Africa's Construction and Infrastructure Sectors".
A summary document of the Africa Day conference will be made available soon and a book publication under the same title with single chapters structured around the presentations made by the speakers at Africa Day will be published later this year.
CCS at Scramble for Africa Workshop - 10th-12th June 2007
Sanusha Naidu and Hannah Edinger attended The New Scramble for Africa workshop hosted by the Dag Hammarskjold Foundation (Uppsala), the Nordic Africa Institute (Uppsala) and the Institute of Security Studies (Pretoria) in collaboration with the Friedrich Ebert Stiftung (South Africa). The workshop, which took place from the 10th-12th June 2007 on the south coast of Durban (South Africa) was a roundtable discussion based on a book publication that seeks to develop new conceptual and empirical understanding of the current trends and implications underpinning the resurgence of interest in Africa's resources, its position in the global economy and engagements with emergent powers from the South. As part of the Centre's contribution towards this important volume of work, Ms Naidu is contributing a chapter on India's growing linkages with Africa while Dr Martyn Davies is co-authoring the China-Africa chapter with Elijah Ntuli.
CCS hosts PRC Deputy Minister of Education - 12th June 2007
On 12th June the Vice Minister of the Ministry of Education of the People's Republic of China (PRC) Prof Yuan Guiren visited Stellenbosch University as head of a delegation of eight senior Chinese government officials. The delegation was received by Vice-Principal for Research Prof Walter Claassen and the Executive Director of the Centre for Chinese Studies Dr Martyn Davies. The delegation visited South Africa to examine the country's education facilities, identify potential areas of cooperation, and to increase understanding and strengthen relations between the PRC and the Republic of South Africa.
CCS meets Chinese delegation at Cape Town Book Fair - 17th June 2007
Ms Hannah Edinger and Ms Sanusha Naidu met with a Chinese delegation from China Book International at the International Book Fair held at the Cape Town International Convention Centre on Sunday, 17th June. The delegation donated 150 books to the Centre for Chinese Studies to be used for knowledge building on China's history, language and culture. The CCS would like to thank Ms Anna Chen and Mr Bruce Gu (South Africa-China Economic & Cultural Exchange) for facilitating this meeting.
CCS hosts Dr Rizal Sukma - 21st June 2007
On Thursday, 21st June the CCS in association with the Embassy of the Republic of Indonesia hosted a lecture by Dr Rizal Sukma on "ASEAN and the New Emerging Regional Order in East Asia". Dr Sukma is Deputy Executive at the Centre for Strategic and International Studies (CSIS), Jakarta, Indonesia. The CCS would like to thank Dr Sukma for delivering a very informative lecture and would also like to thank Justice Rubin, High Commissioner of Singapore for delivering a welcome note. CCS Panel Discussion - 3rd May 2007
On Thursday, the 3rd May the Centre for Chinese Studies held a public panel discussion. The theme of the discussion was "The Beijing Olympics 2008". The panel consisted of Dr Scarlett Cornelisson, from the Political Science Department of the University of Stellenbosch, Dr Kamilla Swart, from the Centre for Tourism Research in Africa, and Prof Zhang Yongpeng, from the Chinese Academy of Social Sciences. CCS at National University of Singapore - 8th May 2007
Lucy Corkin, Projects Director, made a presentation at the East Asia Institute (EAI) of the National University of Singapore on China's engagement in Africa. The presentation was attended by various EAI academics and researchers as well as several visiting scholars from Peking University. Discussion followed debating the various aspects of China's engagement in Africa and its resultant economic and social impacts in various African countries.

CCS Panel Discussion - 10th May 2007
On Thursday, the 10th May, the Centre for Chinese Studies held a panel discussion under the theme "China's Soft Power". CCS at Confucius Institute Conference - 10th - 11th May
Lucy Corkin, Projects Director, represented the Centre for Chinese Studies at the World Forum for Confucius Institutes at Ritsumeikan University in Kyoto, Japan. The Forum served to strengthen international linkages between the various Confucius Institutes around the world and provided a platform to discuss the operational challenges.
CCS hosts Shanghai Seminar - 14th May 2007
The CCS hosted a seminar where Lucy Corkin, Projects Director made a presentation on China's strategic investments in African infrastructure in Shanghai, China. The seminar, attended by the South African Embassy and consulate general and various academics and business interests, highlighted several important aspects of China's engagement with Africa against the back drop of the African Development Bank meetings that took place in Shanghai. CCS at African Development Bank Meeting - May 2007
Lucy Corkin and Thomas Orr, CCS Representative in Beijing attended an African Development Bank side event hosted by OECD/Standard Chartered. The workshop held on 16th May 2007 was entitled "China and Africa: Business and Economic Perspectives".
Ms Corkin and Mr Orr also represented the CCS at the China Development Brief/Focus on the Global South Workshop on "China's new role in Africa and the South: the search for a new perspective" where Ms Corkin presented on China's strategic interests in Africa and the economic impact thereof. The workshop was an important meeting for various NGOs interested in China's interaction with Africa and the "South".
CCS hosts SIIS delegation - 15th May 2007
On Tuesday, 15th May Ms Sanusha Naidu, Research Fellow, CCS and Ms Hannah Edinger, Research Manager, CCS met with a delegation from the Shanghai Institute for International Studies (SIIS) at the CCS office. The delegation was lead by SIIS Vice President Wang Xiaoshu, and included Dr Zhang Haibing, Dr Li Weijian, Dr Chen Dongxiao and Mr Zhao Gancheng. Prof Norbert Kersting from the Department of Political Science, University of Stellenbosch joined a lively discussion with the delegation and CCS scholars. Vice President Wang Xiaoshu also addressed an academic audience later that day in Mandarin on China's development and economic globalisation, and Sino-African ties. Translation into English was provided by Mr Zhao Gancheng.

PRC Government Scholarships - May 2007
This month the Centre for Chinese Studies together with the South African Department of Education
awarded 5 full scholarships as well as 5 partial scholarships to South African students to study in China. The successful candidates for full scholarships are Mr Marko Kidibone, Ms Ruth Africa, Ms Carol Mbewe, Mr Matthew McDonald and Mr Martin Bekker. Partial scholarships were awarded to Ms Tanya Marsh, Mr Kyle Bailey, Mr Lebogang Rasethaba, Ms Regina van Zyl and Mr Karthick Naidoo. The Centre for Chinese Studies and the Department of Education would like to thank the Government of the People's Republic of China for the scholarship offer.

CCS Welcomes Prof Zhang Yongpeng - 13th April 2007
On 13th April 2007 the Centre for Chinese Studies welcomed Prof Zhang Yongpeng from the Chinese Academy of Social Sciences to its team. Prof Zhang is on a 4-week academic exchange programme at the CCS.
Prof Zhang has been engaged in African studies since 1997. His principle research interest and area cover the issues of ethnic regionalisms in Africa, China-Africa relations, China's foreign policy and the relations between Africa and Western states.
CCS at Afrodad Panel Session, 14th-15th April
Lucy Corkin, Projects Director at CCS, attended an expert panel session hosted by Afrodad in Harare, Zimbabwe to develop the terms of reference for a research undertaking entitled "A critical Assessment of Chinese development assistance in Africa".
PRC Government Scholarships, 18th & 26th April
Lucy Corkin formed part of the interview panel for the 2007 round of Chinese Government Scholarships held in Stellenbosch and Pretoria on 18th and 26th April respectively. Other interviewers included Mr Desmond Fillis, Department of Education, Angie Magabane, Department of Education, and Mr Wei, PRC Embassy.
CCS at UCLA - 24th-30th April
Sanusha Naidu, Research Fellow, CCS, attended a workshop on "Rethinking the China Factor: Identifying Players, Strategies and Practices", hosted by The Globalization Research Center-Africa, The Center for Chinese Studies, International Institute at UCLA as well as Institute on Global Conflict and Co-operation. Ms Naidu presented a paper on India's African Relations: Playing Catch up with the Dragon. The workshop, which was hosted on 27th April 2007 at the UCLA campus, debated issues on how the pending impact China's engagements in Africa have for the continent's development should be interpreted.
CCS Panel Discussion - 26th April
On Thursday, the 26th April, the Centre for Chinese Studies held a public panel discussion. The theme of the discussion was "China & Resource Governance in Africa". The panel consisted of Mr Andre Standing from the Institute for Security Studies, Prof Willie Breytenbach from the Political Science Department of the University of Stellenbosch, and Prof Zhang Yongpeng, from the Chinese Academy of Social Sciences. CCS at a Conference on China's Growing International Security and Diplomatic Role - 15 to 19 March
Sanusha Naidu made a presentation entitled "The Nature of China's Role in Africa" at a Conference on China's Growing International Security and Diplomatic Role, hosted by Wilton Park College in co-operation with the Foreign and Commonwealth Office (UK) between the 15th and 19th March 2007 in West Sussex, UK.
The conference brought together approximately 70 China experts debating topics that ranged from China's relationship with its regional neighbours and the USA and Russia to China's perspectives on international issues such as terrorism and nuclear non-proliferation. CCS at the Expert Roundtable on Resource Governance in Africa in the 21st Century - 26 to 28 March
Sanusha Naidu attended an Expert Roundtable on Resource Governance in Africa in the 21st Century, hosted by the Heinrich Boell Stiftung in Berlin from the 26th-28th March. The Roundtable discussion followed up on a conference hosted in May 2004 on "Addressing the Resource Curse" and was aimed to initiate a political dialogue between the traditional resource
demanders (EU and USA) and new actors from the South (China, Brazil, Russia and India) to mark the occasion of Germany's 2007 G8 Presidency. The purpose of the roundtable was to address how the interests of the relevant stakeholders could be manoeuvred to influence the governments and state companies from the South to engage in sustainable resource governance
and investments under existing global initiatives like the OECD Guidelines for Multinational Companies, the Global Compact and the Extractive Industries Transparency Initiative (EITI). The roundtable was the first of a set of interventions to foster global awareness and practices in sustainable resource management in Africa's natural resource sector.

CCS at the Development Bank of Southern Africa - 6 February
Lucy Corkin and Hannah Edinger attended the launch of the World Bank study entitled “Challenges of African Growth: Opportunities, Constraints and Strategic Directions” hosted by the Development Bank of Southern Africa in the Midrand. The study places emphasis on reducing poverty levels across Africa and generally meeting the MDGs through greater focus on the four big “I”s: infrastructure, investment, innovation and institutions. China was identified as one of the key players with regards to infrastructure investment and construction.

Dr. Martyn Davies gave a presentation entitled “Strategic Implications of China and India’s Engagement of Africa” at the Mining Indaba in Cape Town.
CCS at Third Workshop of the Asian Drivers Project - 12 to 14 February
Dr. Martyn Davies and Sanusha Naidu attended the Third Workshop of the Asian Drivers Project, hosted by the African Economic Research Consortium (AERC) in Mombassa, Kenya. China Bridge Mandarin Language
Proficiency Competition - 17 May 2006
The Centre for Chinese Studies, in collaboration with the Stellenbosch
University's International Office and Stellenbosch University's
Department of Modern Foreign Languages, hosted the 5th Annual
South African leg of the China Bridge Mandarin Language Proficiency
Competition.
Among the judges were the Chinese Consul-General, Mr Shi Weiqiang,
Deputy Consul-General, Ms Guizhi Tang and Chinese Embassy First
Secretary, Yanggen Wei.
Mieke van der Vyfer was selected as the winner to represent
South Africa in the finals, to be held in Beijing, during July.

CCS at the WEF - 31 May-2
June 2006
The Centre for Chinese Studies, represented by Director Martyn
Davies, attended the World Economic Forum on Africa held at
the CTICC in Cape Town from Wednesday 31 May to Friday 2 June.
Dr Davies presented at a session entitled "China and Africa
in 2025: Making Strategic Choices" and formed part of several
panel discussions. CCS
at the China-South Africa Business Cooperation Forum
The forum, planned to coincide with Premier Wen Jiabao's visit
to South Africa, took place on Thursday, 22 June, 2006. It aimed
to strengthen economic as well as trade-based cooperation in
the field, between the two countries. The CCS was represented
by Dr Davies, who gave a presentation on "How to do Business
in China" and Lucy Corkin, Research Manager at the Centre.
Overall, the forum was well attended by a spectrum of business
leaders, academics, reprentatives of research institutions,
relevant government officials and interested members of parliament.
Prominent Chinese business people who formed part of the Premier's

organized by the Institute for Public Policy Research in London.

International Confucius Institute
Conference - 6-7 July 2006
CCS participated in the first International Confucius Institute
Conference, held in Beijing at New Nikko Hotel in Beijing. The
conference attended by Research Manager Lucy Corkin and Language
and Culture Manager Zhang Yuan, brought representatives from
nearly 80 affiliated institutes together to discuss issues surrounding
the establishment and management of the Confucius Institute.
International Education Exhibition
- 21-23 July 2006
Stellenbosch University participated in the International Education
Exposition held at Beijing's China International Exhibition
Centre (CEIC). The Stellenbosch delegation was headed by Robert
Kotze from the University's International Office. Representing
the Centre for Chinese Studies were Lucy Corking, Research Manager
and Tom Orr, the Centre's Representative based in Beijing.
AUGUST

welcomes Sanusha Naidu
On 1 August, Sanusha Naidu joined the team at CCS as a Research
Fellow. Previously a Research Specialist at the Human Sciences
Research Council (HSRC), Sanusha has also worked as a Senior
Africa Researcher at the South African Institute for International
Affairs (SAIIA). Sanusha has made several presentations to,
inter alia, government, civil society organisations and the
research community as well as co-authored a number of articles
in accredited journals on the political economy of Africa's
development and international relations. Sanusha is an invaluable
addition to the CCS research team. CCS
China Forum Lecture - 17 August 2006
On 17 August, CCS arranged for guest Professor Dr Ian Taylor,
from University of St Andrew's, to present a lecture entitled
"Business is business: China's Oil diplomacy in Africa".
The lecture was well-attended and after the lecture presentation,

completes DFID Study - August 2006
At the end of August, CCS presented the final report on a study
of China's engagement in Africa's construction industry to DFID
China. The report, comprising the four case studies of Angola,
Tanzania, Zambia and Sierra Leone, highlights important findings
of field research conducted over several months earlier this
year.

Delegation from CICIR - 21
September 2006
On Friday, 21 September, CCS received a delegation from the
Institute of African and Asian Studies, based in Beijing, China.
The Institute is one of several bodies that form the China Institues
of Contemporary International Relations (CICIR). Scholars Li
Rong (Deputy Director) and Zeng Qiang enjoyed a lively discussion
concerning China-Africa relations with CCS scholars laying the
foundation for further co-operation between the two centres

On Thursday, 28 September, CCS received a delegation from the
China Centre for Contemporary World Studies (CCCWS), a research
institute based in Beijing, China. CCS Scholars and professors
from Stellenbosch University's Political Science Department

to a fruitful discussion on Sino-African trade relations.

CCS China Month - October
2006
With Chinese National Day celebrated on 1st October, CCS in
collaboration with the Sasol Museum and the Stellenbosch University
Department of modern Foreign Languages presented China Month.
Throughout the month of October activities were arranged celebrating
China's language and culture. Photographic
Exhibition: "China through South African Eyes"
{mosimage} Opened on 4 October, this was an exhibition of photographs
taken by Mandarin students whilst in Beijing. Housed at Sasol
Museum, Stellenbosch the exhibition ran until 27 October.
China Lecture Series
CCS presented a guest lecture series running for three weeks,
discussing such topics as Chinese language and culture, China's

Lesson On 10 October, Mandarin lecturer Amy
Yu presented a calligraphy class at Stellenbosch University,
open to all. It was well-attended and thoroughly enjoyed by

at Asian Drivers Conference, Addis Ababa - 9-10 October 2006
CCS Research Fellow, Sanusha Naidu attended the Asian Drivers
Workshop on the Impact of China and India on Sub-Saharan Africa
from the 9th-10th October 2006 in Addis Ababa, Ethiopia. The
Workshop was hosted by the African Economic Research Consortium
(AERC) based in Nairobi, Kenya, and which followed a broader
meeting held in July 2006, brought together a diverse set of
academics and policy makers to deliberate the issues, opportunities
and challenges posed by the growth of these countries for Sub-Saharan
Africa in the areas of international politics and governance,
agriculture, manufacturing, mining and infrastructure. The relevance
of the Workshop was to debate these topics with a view of developing
policy-relevant research questions and agree on the most suitable
approaches for conducting these studies at the country and regional
levels. As past of this contribution, the Centre was tasked
with the mandate of undertaking the research paper on infrastructure
which was decided upon in July and presented at the October
workshop. The paper will be finalised in mid November and thereafter
be compiled into a larger report that will be presented as Africa's
perspectives on the Impact of Asian Drivers on Africa, Asia
and Latin America at a global meeting to be held later in the

Sanusha Naidu attended a two day conference on China in Africa
in the 21st Century: Preparing for the Forum on China-Africa
Co-operation where she made a presentation entitled FOCAC: The
View From Africa. The Conference was hosted by the NEPAD Secretariat,
the Royal African Society and the South African Institute of
International Affairs from 16th-17th October 2006 in Johannesburg,
South Africa. The aim of the conference was to develop a critical
dialogue on the substantive issues relating to the forthcoming
FOCAC Summit 2006 and included academics from China, Canada,
and Hong Kong sharing their knowledge and views on the subject
as well as representatives from the diplomatic community and
the corporate sector. CCS

On 19-20 October, Media24 held a workshop for South African
entrepreneurs interested in knowing the business face of China.
